Abstract

ABSTRAK

Transformasi digital kesehatan melalui implementasi Rekam Medis Elektronik (RME) meningkatkan kebutuhan akan kebijakan privasi untuk melindungi keamanan dan kerahasiaan data pasien. Penelitian ini bertujuan mengevaluasi dampak kebijakan privasi terhadap pengelolaan rekam medis elektronik di rumah sakit melalui systematic literature review. Penelitian dilakukan mengikuti pedoman Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). Pencarian artikel dilakukan pada database PubMed dan Google Scholar menggunakan kerangka Population, Intervention, Comparison, Outcome (PICO). Berdasarkan proses seleksi, diperoleh enam artikel yang memenuhi kriteria inklusi. Hasil sintesis menunjukkan bahwa kebijakan privasi berperan dalam meningkatkan keamanan dan kerahasiaan data pasien, memperkuat pengendalian akses, serta mendukung tata kelola informasi kesehatan. Efektivitas implementasi kebijakan dipengaruhi oleh kepatuhan tenaga kesehatan, tata kelola organisasi, dan pemanfaatan teknologi keamanan informasi. Oleh karena itu, penguatan implementasi kebijakan privasi diperlukan melalui peningkatan kapasitas sumber daya manusia, tata kelola organisasi, dan teknologi keamanan informasi guna mendukung pengelolaan rekam medis elektronik yang aman, efektif, dan berkelanjutan.

ABSTRACT

The digital transformation of healthcare through the implementation of Electronic Medical Records (EMRs) has increased the need for privacy policies to protect the security and confidentiality of patient data. This study aimed to evaluate the impact of privacy policies on electronic medical record management in hospitals through a systematic literature review. The review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Articles were identified from the PubMed and Google Scholar databases using the Population, Intervention, Comparison, Outcome (PICO) framework. Following the selection process, six articles met the inclusion criteria and were included in the review. The findings showed that privacy policies played an important role in improving data security and confidentiality, strengthening access control, and supporting health information governance. The effectiveness of policy implementation was influenced by healthcare workers' compliance, organizational governance, and information security technologies. Therefore, strengthening privacy policy implementation through improved human resource capacity, organizational governance, and information security technologies is essential to support secure, effective, and sustainable electronic medical record management.
